Is theres possibility to get temporary passport for my u.s soldier fiancee?
A temporary passport is issued in an emergency to a citizen overseas who lost their passport and needs to travel home. Your situation doesn’t qualify. He will have to apply just like any other citizen and be subject to the processing period. There is a chance that he may be able to get expedited processing through an expediting services, but since he is overseas, he will still require a physical visit to the nearest Embassy/consulate for document examination and presumably his first passport. Expedited service is expensive, and is usually only done in a true, veritable emergency (going on vacation or to get married, is NOT an emergency — just your poor planning). There has to be serious illness, injury, or death to an immediate family member (which you are not, as of yet) that requires you to travel to another country within 24-48 hours.
