Isn this service similar to using encrypted email or password protected web sites?
No. When you use email encryption or other restricted access distribution mechanisms, files are not persistently protected. Once an email containing a document is decrypted, or at least one authorized user has opened an encrypted document, the document is no longer protected. The original publisher is not in control of any subsequent copying or forwarding of the document.
