This would not be consistent with the project criteria of “connecting local roadways” nor would it be consistent with the plan recommended by the Transportation Committee and endorsed by Governor Carper and New Castle County Executive Gordon. Additionally, the no degradation criteria at two intersections on the Route 141 Spur would not be satisfied if Rockland Road were cul-de-saced.
