The license file, on all Express platforms is now done by the newlicense program. On Windows, the newlicense executed by the installer. On non-Windows platforms, the newlicense should be executed by you after you extract the files from the installation bundle. If you require a proxy to access the web, you will need to give the proxy authentication details to the newlicense program. See see this entry for more details.
