Yes. If you are enrolled in a qualified High Deductible Health Plan, you may enroll in the POP to pay for your monthly medical and/or dental plan premiums pre-tax, in the Dependent Care Flexible Spending Account to pay for daycare services and set up an HSA to pay for your out of pocket medical expenses.
