My library doesn charge recall fines but when I returned a recalled book that belonged to GA Tech I was charged $2.50 a day. Why is that?

Each library can decide if it wants to charge recall fines. However if recall fines are charged to GIL Express patrons the fine is $2.50 a day for every day the book is late. Currently only GA Tech and UGA charge recall fines.
