With the perks Simple Pickpocketing and Difficult Pickpocketing you seem to be able to make quite a bit of headway in Nordmar. Meaning, the NPCs will almost never accuse you of thievery. In Varant this seems to happen more often. Note: Picking pockets does not yield much Gold, but it is fun to do.
