Programme beginning with a pilot Phase?
Cash transfers on a national scale are a new and untested mechanism of alleviating chronic hunger. Food relief instead of cash as been the main approach used by most humanitarian agencies. Some agencies are however using a mix of food and cash especially in cash for work or cash for assets programmes. These like food distribution target acute or short term hunger as a result of drought, disease outbreaks or floods, as opposed to long terms (chronic hunger). Few the old and highly dependent families as a specific category. Most cash for work or cash for assets programmes favour the active and strong members of the community, who can work in exchange of food and/or cash. These project target small number of people. HSNPs pilot phase seeks to demonstrate means of targeting chronically food insecure households and transferring small amounts of cash effectively to a large number of people.
