Taking time out from bailing out financial institutions and auto companies, a member of Congress planned to introduce legislation Wednesday that would deal with something really important: abolishing the Bowl Championship Series system and forcing college football to adopt a playoff to determine a champion. Rep. Joe Barton, R-Texas, didn’t specify what sort of playoff he wants — only that the BCS must go.
