Yes, eventually. In about 5-10 years, the GCC will have to regulate the flow of talent into their countries, depending on the availability of local talent. The first responsibility of any Government is to its own citizens. Governments in the Gulf, will be obliged to protect the interests of the locals, and thus regulate the flow of foreign talent, by profession and sector. This is true in almost every developed country. Most developed countries, regulate the flow of human capital, strictly by need, and in areas where local skill is unavailable. This will of course require an Herculean endeavor to educate, train and develop human talent in host countries. I do not see this endeavor underway, in most countries. Most local firms benefit from the sponsorships system of investments in GCC countries.
