I don’t think all admirals serve at sea. There are others with the admiral rank who have to deal with other aspects of the Senior Service, such as liaison with the other Armed Forces of the Crown, as well as acquisitions and supply, strategic development, structural administration, and many others. The Royal Navy doesn’t start and end with the ships it has afloat, but its effectiveness and efficiency within the State. It constantly has to develop new technology, tactics, strategy, procedures and so on, and there are a number who require admiral rank in order to get the authority they deserve. My stepmother is in the Army as a Corporal but she’s a midwife. She needs that rank in order to get the attention she needs in the Army.
