Please click on the following link for additional details. http://pe.usps.com/FRN/Booklets.pdf In general; if your media does NOT have a bound edge (glued, saddle stitched/stapled, etc…), it is NOT considered a “booklet” and therefore does NOT require the use of 1.5″ tabs. In addition, a “booklet” without a uniform thickness is NOT considered “machineable” by the USPS and therefore it does NOT qualify for automation prices; so this rule does not apply.
