This is almost certainly to do with the Garmin set to “talk” in its proprietary language, rather than the International standard language – “NMEA”. So on the Garmin menu, find the interface settings menu and change from “Garmin” to “NMEA Out”, also while there, set the baud to 4800 if you have this option. If your GPS is the Garmin-18 USB model, then you must download the extra file from the Garmin website. This is called spanner.exe and is a software driver for the Garmin 18 that converts its native (proprietary) language to NMEA so the rest of the World can understand it.
