In general, a Municipality is responsible for maintenance of the Mainline Sewer, and liable for all damage done as the result of neglect. If a water or sewer main breaks, the clean up can be costly and time-consuming, and will almost always involve opening a trench. Further, any hazardous waste that is generated from a break or exfiltration of contaminated water leaves the agency responsible for cleanup. Hiring a contractor is usually much more cost-effective than repairing an entire area, once a collapse or major leak has occurred. In general, televising is a less-expensive, and better method of safeguarding the community, than waiting.
