This could be due to a couple of valid reasons. First of all, in a Split Parenting case, the PCSO (Line 16) will be the smaller value from Line 15 subtracted from the larger value on Line 15. Secondly, when the dollar amounts in Line 15 are over a certain amount (for a specific number of children) the amounts get capped. This can cause a smaller amount to appear in Line 16 than is expected. Please consult the Guidelines document for more details.
