– You are quite likely trying to use field names or file names that are illegal in shapefiles. The Microsoft .dbf drivers used by the exporter to create the .dbf files that are part of shapefile format is locking/hanging when fed illegal names. Solution: rename the field names to something legal for shapefiles (use 8 ordinary alpha characters to play it safe) and keep your filenames to 8.3 style names and try again. If a process is dangling and the old files are still locked up, reboot to clear the process if you don’t know how to kill it manually.
