No, this isn’t a bug. Check All… selects all the text and then checks all the spelling and grammar of the text. Manually turning off all the spelling dictionaries does not turn off the spell checking function. However, turning off all the spelling dictionaries does turn these off as expected. Thus, all the words would be considered spelling errors. Use the Check Selection/Check Grammar… menu item to check only grammar if this is your intention.
