An excerpt of that response follows. “I have reviewed two documents on public policy guidelines. They are EPAs proposed 2000 Draft Public Involvement Policy[12] and the EPAs 1981 Responsiveness Summary and Preamble on Public Participation Policy.[13] I will be working from and citing the 2000 Draft Public Involvement Policy (Draft Policy), for a number of reasons.
