How web page are displayed and act is achieved by specifying the layout with HTML tags. HTML is limited in how flexible such layouts can be. To add more power to controlling layout of web pages the World Wide Web Consortium (w3C) in 1996 added cascading style sheets to the web designers code resources. A second more advanced version arrived in 1998. As they are a fairly recent addition, only Netscape V4 and above or Internet Explorer V4 and above support them.
