Similar to other councils, Elmbridge Council has given ashtrays to pubs and clubs for outdoor use, and distributed portable ashtrays to smokers. The council also mounted an information campaign to advise that anyone caught dropping litter of any kind, including cigarette butts, could be issued with a 75 fixed penalty notice.
