HOV/Carpool lanes in Southern California are lanes on a freeway designed to eliminate peak hour congestion. To be on the HOV/Carpool lane, you must have 2 people in the auto before going on. You must go off and on through the designated carpool lane exits. The minimum fine for a carpool violation is $272. However, the only exception for HOV lane on the 10 from Baldwin Avenue to I-710… you must have 3 people during the times of 4PM – 7PM from Monday to Friday, and 2 people any other time.
