You can make it look fuller but you can’t make it grow in fuller, sorry but it is purely genetic. Shaving will make the hair stronger and thicker but won’t increase the density of hairs. How old are you? Beard is one of the last parts of the male body to finish developing (like chest hair) so even if you are over 23 your body will still working on the hair density of your beard.
