In each category of substandard certification held by district teachers, the district must demonstrate improvement each year in reaching the goal of employing a highly qualified staff. In other words, we must decrease the number of teachers possessing substandard certificates in each category each year for the next four years. Also, we must reach 100% highly qualified staff by 2005-2006. If we fail to meet this goal for two consecutive years in one category, the State will negotiate a plan with the district to reach the goals. Ultimately, if the district fails to meet these goals, the State could impose sanctions such as withholding funds or stipulating hiring processes.
