Operational programs prepared by Member State include actions which are going to be financed by EFF, including the objectives that have to be reached and how the results will be measured by the end of the program.In order to ensure the quality and effectiveness of the EFF assistance, ex ante, interim and ex post evaluation has to be performed by member state. Ex ante evaluation prepared before the implementation starts is used to optimise the objectives of the operational programs. In the middle of the implementation period, interim evaluation is prepared in order to examine the effectiveness of implementation of the operational programme. According to the findings of evaluation, Member States have to adjust the quality of assistance where necessary. By the end of the programming period, ex post evaluation has to be performed in order to examine how the resources were used, their effectiveness and efficiency with regard to the objectives of the operational programmes.
