At the moment, the only full census transcription for the United Kingdom (excl. Ireland), available for purchase on CD-ROM, is the 1881 Census from the Latter Day Saints. (They also provide a free online search facility for this at http://www.familysearch.org/) The LDS also make available a CD-ROM containing the complete census for 1851 for the counties of Devon, Norfolk and Warwickshire.
