It depends. Brazil has a completely different culture from the rest of Latin America. So does Argentina, which has a whole lot of non-mixed descendants of Europeans, giving it a more Euro vibe. Chile is somewhat similar to that. Peru and Ecuador have the most indigenous culture. Can’t beat Peru if you’re into archaeological stuff (Machu Picchu!) Venezuela has its own natural beauty. So does Colombia. Etc. “Best” depends on your preferences beyond “safe” and touristic, because most South American countries aren’t perfectly safe, but safe enough, and just about all of them are suited well for tourists, so those two requirements don’t really narrow the list.
