What documentation should refugees have to prove entitlement?
Most people who have been supported by UKBA will have a laminated document with a photograph called a UKBA 35. This document confirms that they are no longer being supported by UKBA and when their support ended. A UKBA 35 alone is not always sufficient to determine eligibility, however, and the decision letter from the ICD (see above) should be seen in order to establish this.It is a well known fact that it takes a very long time for a National insurance Number (NINO) to be issued, but it is a myth that benefits such as HB cannot be paid without a NINO. The key documents required are something which proves identity e.g. ARC, UKBA 35, and proof of eligibility (ICD decision letter). Most refugees will qualify for a Community Care Grant provided it can be shown that there is a resettlement/support plan in place.
