Under the Crime and Misconduct Act, the CMC has a lead role in helping public sector agencies build their capacity to prevent and deal with suspected misconduct. An external oversight body cannot possibly hope to be the sole guardian of public sector integrity. A culture of integrity can only be successfully embedded within an agency when it takes responsibility for the wrong doings of its own officers. That obligation must extend from senior management to line managers and individual employees. Only then will an agency fully appreciate that ethical behaviour is integral to their operations. Referring complaints of official misconduct to public sector agencies to handle is an important part of building their capacity to deal with their own misconduct.
