What does it mean for the spectrum to be shifted? What would the absorption lines look like?

“Shifted” means shifted in wavelength. For a moving object, the absorption line pattern would look much as it did for an absorbing object that was stationary with respect to the observer, but the whole pattern of lines would be shifted to lower or higher wavelengths.
