The "37" refers to the percentage of subjects (rounded off from 37.5 %) who were disobedient–that is, stopped short of the maximum 450-volt shock–in the Voice-Feedback condition (Experiment 2). The results for this condition are usually reported in terms of the percentage of subjects who were obedient (62.5 %), but Gabriel decided to highlight the defiant subjects instead. (source).
