The Independent Inquiry Report makes a number of recommendations for the improvement of long-term sustainability of water supply and sewerage services, including: • Improved collaboration between regional utilities, with 104 water utilities recommended to form 32 regional groupings for water supply and/or sewerage service delivery • Three options for water utilities organisational structure depending on local considerations. These three options are: binding alliance, council-owned regional water corporation and status quo • Stronger regulation of local water utilities to require utilities to implement all relevant plans, guidelines and standards.
