The proposed solution includes equipment that will allow phone administration to be devolved to the institution/department level. The level of control will be largely limited to the types of calls a user can make, e.g. international. Adds, moves, changes, etc. will be retained at the Telephone Office level. Some advanced features, however, may be delegated in the future to Institutions.
