General requirements for QSE, RE, LSE, and TDSP are specified in Section 16 of ERCOT Protocols. Specific to QSEs, Ancillary Services (A/S) obligations are assigned on a load ratio share based on metered load adjusted for losses and unaccounted for energy and may be self-arranged by the QSE. Other services such as Black Start, Emergency Interruptible, Reliability Must Run are exclusively arranged by ERCOT through contract.
