This is a microlight with 2 floats attached to the underneath of the aircraft in place of wheels. These can be attached to either flex-wing or fixed-wing aircraft. Sometimes they can be removed and interchanged with wheels. An example is the Airborne Trike on floats (flex-wing) or the Thruster on floats (fixed wing).
