Partial is a marker to provide hint to fuel efficiency calculation process so that it knows how to calculate. Partial means you have not fully filled your car tank regardless of how much of gas there has been before the fill-up. After the fill-up if the tank is full (okay! with some tolerance), then it is a full tank fill-up otherwise it is partial.
