Recursive DNS allows a DNS server to resolve names outside of its server. When recursive lookups are disabled, the DNS server will not be able resolve any domains not specifically setup on your server. Recursive DNS can be exploited by outside users by using your servers to resolve outside names. If you are running a DNS server on your dedicated server, Recursive DNS is enabled by default. Your dedicated server is using our internal DNS servers to resolve names outside of the server so there is no issue with disabling this on your dedicated servers.
