What is baseline data and how does this apply to measurable objectives?
A. The baseline is a starting point; it serves as a guide to capacity, and is necessary to gauge the impact of the program. For example, an increase of 100% on a base of 1 is not as impressive as if it were on a base of 10. The specific aims and measurable objectives are brief (and focused) statements of end results-connected to the long range goal. The application must include a clear statement of program’s overall goals, specific aims, and measurable objectives (including anticipated milestones) that the consortium institutions expect to accomplish by the end of the project period. The application should lay out a strategy and timeline to meet or exceed the expectations set by the Bridges program (see Section I.1 of PAR-07-411 or PAR-07-410, as applicable, for details).
