What is Project ExCEL?
Colonial’s Project ExCEL is a proposed 460–mile, 36-inch diameter underground pipeline expansion from Jackson, Louisiana, to Austell, Georgia. It would run alongside the two existing main lines wherever possible. The proposed additional pipeline, needed as a result of consumer demand, represents a more than $2 billion investment. The proposed main line would provide additional capacity for Colonial to continue providing safe and reliable transportation of petroleum products for decades to come.
