What is so innovative about the COMMITS procurement?
COMMITS is the first GWAC awarded exclusively to small business. COMMITS used past performance as the principle selection criteria, which resulted in the best small business IT talent in the nation being made available to solve IT problems. COMMITS may be the first truly solution-based contract in the government. COMMITS proposals were limited to two pages and most of the procurement was conducted electronically, through the Internet. Finally, the new COMMITS Program Office has listened and learned from the General Accounting Office, the Department of Defense Inspector General, and Office of Management and Budget and will “raise the bar” for disciplined, competitive, performance based ordering from these contracts as the Federal Acquisition Streamlining Act and Clinger-Cohen Act originally intended.
