What is Syngenta doing in the Philipine Delegation?

The initial list of participants at the MOP identifies her as the “Head, Regulatory Affairs for Asia-Pacific” of the “Department of Agriculture”, with Philippine office of Syngenta as adress. It appears that the Philippine’s agricultural department has established its regulatory affairs office inside Syngenta! Or is it Syngenta that established its regulatory affairs office inside the Philippine Department of Agriculture?
