As the title infers the first is a definite course of action whereas the second system affords the driver the opportunity to choose there and then whether to accept the Conditional Offer or plead their case in court. In the main Fixed Penalty Notices are issued for Parking and other similar offences whereas Conditional Offers of Fixed Penalty are issued for a wide variety of moving traffic offences, some of which may result in a person’s driving licence being endorsed with penalty points.
