An ATC person requires highly specialized training in the specifics of controlling and directing aircraft. An Operations Agent at an airport is concerned with the day-to-day activities, maintenance and operational aspects of keeping the airport running. Although an operations officer may be involved in the “escorting” of aircraft across active runways, they are not involved in directing and controlling aircraft on the ground or in the air. They do work with the controllers in keeping them advised of runway conditions or airport environment irregularities which could interfere with aircraft.
