The second pass, paints the even lines (2, 4, 6, etc.) in the same amount of time. This creates a full image in 1/30 of a second, which creates a frame rate of 30 fps at 60 Hz. Progressive scan televisions paint the image one line after the other (1, 2, 3, etc.) in 1/60 of a second.
