The FBI is the national police force. They investigate crimes involving federal laws. The CIA gathers intelligence about people and countries outside the US. They are the international spies. The Secret Service has few defined missions. They are body guards for the President and certain other people. They provide security at the White House.

The FBI investigates domestic crimes, CIA is an international intelligence agency with a lot of clout, and not a lot of power (see NSA for more details) The Secret Service is just the President’s and high ranking executive official’s security detail.
