There are many. The problem is that some places that have teams are not technically cities. The Department for Constitutional Affairs (dca) has a full list of official cities as recognised by the government. From that you can deduce that the following cities have never had a team that have played in the football league or Premiership : Bath, Canterbury, Chichester, Durham, Ely, Gloucester, Lancaster, Lichfield, Ripon, Salisbury, St Albans, Truro, Wakefield, Westminster, Winchester, Worcester. As there is no actual London team within the square mile of the City of London, London can be counted as well. The list of Scottish and Welsh cities is also there to look at. All the Scottish cities have had teams in the Scottish league. Cardiff, Newport and Swansea are the Welsh cities to have had teams in the English leagues, whilst St David’s and Bangor have not. The cities of Northern Ireland have never played in the English League system.
