A14. Filing the SF299 Right of Way forms with the federal government (see Q14) will result in the designation of a federal lead agency to oversee review of the proposed transmission. That agency will implement the National Environmental Policy Act (NEPA) and prepare a federal Environmental Impact Statement (EIS). The NEPA process will invite review and comment from diverse stakeholders at all levels of government and from interested individuals and organizations in the general public. The lead federal agency will issue its recommended decision following this public review process. Multiple state, county and local approvals also are needed before the projects can proceed to final design and construction.
