The Surface Water Management (SWM) rates are proposed to increase 11.76 percent—or about $0.50 per month—for the average household beginning July 1, 2010. The new rate will be $4.75 per month for the average household. The increase is shared proportionally between Clean Water Services and its member Cities. There is no change to the SWM System Development Charges (SDCs), which remains at $500 per equivalent service unit (ESU). This is just the second SWM rate increase Clean Water Services has proposed since 1998. Clean Water Services has been able to hold SWM rates flat for nearly a decade by drawing on reserves despite the growing inventory of stormwater infrastructure. The increase is necessary to fund the operation and maintenance of the public drainage system.
