What is the Urban Partnership Agreement (UPA)?
The Urban Partnership Agreement (UPA) is a $133.3 million federal program for strategies to reduce traffic congestion in the Twin Cities Metropolitan Area. The Minnesota Department of Transportation (Mn/DOT) and the Metropolitan Council applied for the funding in April 2007. The Marquette Avenue and 2nd Avenue South Transit Project (MARQ2) is one of several projects that are included in the Twin Cities UPA program.
