Notes Jamal Saghir, the new chair of the water sector board at the World Bank, there are some core initiatives being put in place for the purpose of maintaining ongoing infrastructure investment and development. Central to the World Banks efforts is the proposal to establish an umbrella Vulnerability Fund. Essentially, each developed country would pledge 0.7% of its respective stimulus package to the Fund in order to assist developing countries that cannot afford to implement bailouts and incur deficits. If all countries contribute to the Fund, billions of dollars could be generated for developing world assistance. The Vulnerability Fund, serving as a kind of stimulus package for the poorer countries, would then channel these financial resources not only through the Bank but also through the UN or other MDBs.
