This document provides transportation professionals with understanding of some of the most commonly used measures of effectiveness (MOEs) generated by traffic simulation and analytical tools. and provide guidance on the calculation of the MOEs in some of the common analysis tools. It is hoped that this document will assist the transportation community in creating a more consistent process in the interpretation of MOEs from various analysis tools.
